In 2009 we launched the “Cage the Sharks” campaign seeking to rein in predatory car title lenders, and made significant progress. But the scandalous behavior of the predatory payday lenders, skirting the reforms enacted by the legislature in the previous session, forced the General Assembly once again to attempt to address their predatory nature. While that industry is reeling from additional reforms put in place on top of the important reforms we won two years ago, many of them are dropping their payday licenses and shifting their business models to offer predatory car title loans instead. We told legislators that would happen and they could fix both problems at once, but they chose instead to take one step at a time. So, here we are again, this time focusing on car title lending.
